Commissioner Bryan Caferelli and the Connecticut Department of Consumer Protection (DCP) has announced the appointment of Richard B. Mindek III as Interim Director of the Liquor Control Division, effective Sept. 10. He succeeds M. Caitlin Anderson, who was recently promoted to Chief of Legal and Regulatory Affairs after serving as Division Director for the past four years.
A dedicated public servant with more than 18 years of experience at DCP, Mindek began his career with the agency as a clerk typist and steadily advanced through a series of increasingly responsible positions. Widely recognized as the department’s key resource on liquor licensing and applications matters, he has served as a License Analyst, License Specialist and, most recently, as the Liquor Licensing Manager. In that role, he oversaw the operations of the liquor licensing and applications unit, administered Connecticut’s price posting system, provided critical support in enforcement cases before the Liquor Control Commission and contributed expertise in shaping pending legislation.
Mindek, a native of Willington and a resident of Coventry, Connecticut, earned his B.S. in criminal justice from Western New England University. He also served as a Commissioned Reserve Officer with the Connecticut Army National Guard and continues his community service as the Cemetery Sexton for the Town of Coventry. Most importantly, he is married to his wife, Brieonna, and together they have three daughters, Natalie, Makayla and Charlotte.

At the same time, I believe consistency in applying the law is essential. Businesses should feel confident that rules will be enforced fairly and transparently, creating a level playing field where everyone can succeed.”
