From the Office of Richard B. Mindek, III
Interim Director, Liquor Control Division
RE: Delivery Extension Approved for November 2025
The Department has reviewed the written request submitted by the Wine and Spirits Wholesalers of Connecticut, Inc. (“WSWC”), seeking approval to deliver alcoholic beverage products that are ordered and sold during the month of November 2025 through Wednesday, December 3, 2025.
The request explains that, due to the 2025 calendar, Thanksgiving falls late this year on Thursday, November 27, and the last day of November is a Sunday. These factors limit the number of available business days for deliveries following the Thanksgiving holiday. Wholesalers anticipate that many retailers will place their end of month restocking orders after Thanksgiving to assess seasonal sales trends and prepare for the December holiday period. WSWC also notes that the Department has granted a similar delivery extension in 2019 under comparable calendar circumstances. Brescome Barton objects to the request, arguing that granting delivery extensions creates competitive disadvantages and that WSWC has not identified any practical difficulty or unnecessary hardship requiring an extension. After review of the request, pertinent statutes, and the Department’s past delivery extension approvals, the Department approves a delivery extension for all Connecticut wholesalers for alcoholic beverages sold during November 2025 through Tuesday, December 2, 2025.
Please note that this approval applies only to the extension of deliveries. All orders must still be placed and completed by November 30, 2025, in accordance with statutory requirements. This temporary extension does not amend or supersede any statutory or regulatory filing or delivery requirements.
